¿where is getopt.c?

making adig (Windows XP platform, obviously):
  nmake -f adig.mak cfg="adig - Win32 Release"

I having the problem than the getopt.c file is not found in c-ares root
directory.

Can anybody send it to me by e-mail or say where is it?
