Patch to configure.ac for cross-compiling /dev/urandom check

When cross-compiling c-ares-1.5.1, the AC_CHECK_FILE that tests for
/dev/urandom simply fails. Here's a patch to skip the check and
assume it is not present when cross-compiling, which is better than
nothing.
