The soname was changed on debian because it was wrong on the debian
packaging. The last release should have been -2 but it was -1, this is
now corrected. That should be the only soname type chaning that
occured. In fact it was not even the soname libc-ares1 was installing
libcares2.so.
Any debian package that depends on libc-ares1 needs *fixing* as soon
as libc-ares2 package hits unstable.
