I've just committed some adjustments that should increase the chance
of building c-ares for Windows CE targets when using configure.

A hand crafted config-win32ce.h would be required to build using
non-configure compilers.
Vincent, please try today's changes. If I build a hand crafted
config-win32ce.h, would you be able to test it using a non-configure
compiler setup?
